Create Enviromentstring

Hi,
does anyone of you know how i can create a enviroment string within a Visual Basic Prgramm?
I'm using WinNT 4.0 and if my prog is start the first time it should write a enviroment string like this
INI_PATH = d:\progs\test.ini.
I've seached the MSDN but didn't found real help.
