desktop icons

I got a new computer recently. There are several things strange. One is my desktop icon¡¯s images keep changing. Another is the new short cut icon won¡¯t appear and the deleted icon won¡¯t disappear until the machine has been rebooted. I tried "F5" key to refresh screen and it worked a couple of times, but it doesn't work anymore. Also, on the left side of my explorer, the change, such as new folder, rename or delete folder, won¡¯t show until the machine has been rebooted. Does anybody know how to fix it?
