How would I make a CHM file "manually"?

Hi,

I have a situation, where I need to allow a client to give my app some data, and then the app must create a CHM (HTML Help) file. Any ideas as to how I would do this?

I've been looking at the MSDN, but have only found out how to make one through a Microsoft Tool, and I need my app at the client to make one.
