How to make a socket connection dial without any dialogs asking for modem select?

I have an application running on a PC with a connected router. When events occurs, a socket connection is established to a removte PC and the dialing is done in thhe router.

I now want to use a mobile phone as a modem and make the PC call through this modem directly when an event occurs. No users are present where the PC is placed.

How can I make Win2k do this?
