Pocket PC Emulation Problem

Hello,
I tried developing a VB application for Pocket PC. I downloaded tools from Microsoft (Embedded Vis. Basic 3.0 ver 0087). The problem is that I couldn't run the program using emulator. I got the message:
"Unable to attach to the device. Please check your device connection."
Can anyone explain this to me?

Make sure the emulator is running and that the "Runs On Target" setting under the
Project Properties "General" tab is set to "Pocket PC Emulation".
You will want to change this setting to your actual device once your program is ready for
deployment.

but the emulator IS running and that the "Runs On Target" setting under the Project Properties "General" tab IS
set to "Pocket PC Emulation".
Any other ideas?

Are you running Windows NT 4.0 or Windows 2k?
The emulators only work with these OS's
