Set up Error

For some reason I keep getting an error occurring in my application set up. I am receiving a Path/File Access Error on Win 98 machines just before the completion of the VB6 setup. When I click retry on the error message I get a message box that the program was successfully installed. I have narrowed down the problem to be associated with the HTML Help file that is associated with the application. If I compile and setup without the HTML Help .chm file, the setup will complete without an error. The error does not appear to be causing any problems with the application or help file. Also, the problem did not originally occur on the machine the application was developed on until I tried a setup from the CD that I copied the setup files to. After this setup, the error did not go away regardless of where I did the setup from. SP5 is loaded and the html help compressed file does not appear to be corrupted. The problem does not occur on Win95 machines.
Any thoughts, troubleshooting hints, or ideas would be deeply appreciated.
