Please, how to refresh the entire screen(desktop and opened windows)

I'm sure this is not difficult... i've seen it a number of times, for example when you click apply in the folder settings, or when an app refreshes the icon cache...

i am not sure whether it will work or not. enum all windows in the system and send WM_PAINT message to them.
