Well, until a couple of days I gambled on tomorrow:

11 september 2001 is 3 months and 19 days before the start of 2002
19 march 2003 is the 3rd month and the 19th day after the end of 2002

But apparently Saddam has until thursday until the ultimatum is finsihed.

Not necessarily true. The ultimatum given by Bush was to last that period, at which point:
"Saddam Hussein and his sons must leave Iraq within 48 hours. Their refusal to do so will result in military conflict, commenced at a time of our choosing."
This means that there will still be a few days (Saddam has rejected the proposal, dressing in his military uniform for the first time since the Gulf War). At the very earliest, Bush will not attack until a couple of days after the end of the ultimatum. It may even still take over a week. The best we can hope for is another delay, somehow.
