[xml] How can I get msxml4.cab to run on my PC

this his hard to explain. I have msxml.cab on my computer and want to "run the file" ie.. do what ever it does to register the dll's and put them in the correct spot... maybe some how run the inf file? I feel like there is something I am missing, I can install it from the web but if I extract the files (dll, inf) and manually insert them in the windows\system directory.. I get an error.??

Please help
