Does anyone know what this instream line of code could mean?

REC FIELDS = (SEQ1(1,11))

We typically deal with SAS code from our business partners but this appears to be PL/1. Any ideas?

How many people do you expect to have used mainframes on this form....?

If you could give some background info, someone may be able to suggest you some logic...
