Only GOD know ... or win developers :)
But in every case, it is a logically right to leave like minimum a common reg API interfaces, but they can work with other realization than now (if they make a database-filesystem, like they told or something else).
But it is Microsoft, sometimes there are no enough logic in things they are doing :)
