Please Help!!!!!!

I am new to the wonderful world of C++ programming and learning something new everyday. Any how I am writing this program for a class and the program reads in from a file then outputs to a file. Which was simple no problem until We had to rewrite the program using arrays and user defined functions,which I havent even made it to yet. Anyhow, the program compiles but I cannot find the problem that is preventing the output from being correct if anyone can look at it and tell me what it is I have done wrong or maybe just give me some helpful advice after looking at it that would be great. I have attached a copy of the source. and will be attaching a copy of the input file.
