SSL 40 vs 128 bits on an IIS 3.0

Is it possible for an ASP page running on an IIS 3.0
(owned by a guy who drive a model T car) to know if
the browser currently connected on it is able to
support a 128 bits SSL connection?

I am open to any solutions, even those very complex or
not portable (working only with IE by example).
