High Stakes, Low Stakes

[Water Cooler v2]

I don't get what "High Stakes" and "Low Stakes" mean when you append them to Use Cases. Is this some UML thing? I've never run accross it but for just now, while reading this request for proposal.

Anyone shed any light on this?
