Accessing a applcation remotely

I was just wonder what would it take to access an applcation that I would have on another PC through my wireless router, from my laptop? Is this something that I would be able to write in VB.NET? Is so can some one tell me some of the steps of write this type of applcation? Or would it ba a service of some type?
