Depicting simliar to winchat

I have this sort of action in my application.

Go to run .Type winchat.You will get chat window maximized.

Minmize that.whenever message or chat request comes it will blink.

I would like to incoraporate same thing in my Vb application.

I want in immediately.Thanx in advance
