dialog on top

Im searching i do i make this:

when i push F9 (when it still pressed) a dialog appear on top left corner of screen, when button released, its disappear.

for the timer and getkeystate i know but for dialog on top part i don't know.

can someone suggest me code ?

You could create a small form, and display it when F9 is pressed.

and why did i ask how ?
cause i have no idea to make appear and disappear at top left corner on top of all dialog.
