If I understand your question, the only real way would be to write your

own GINA that would replace the standard MSGINA.DLL that gets shipped with

NT. MSGINA shows all of the logon windows, handles the ctrl+alt+delete sequence, etc. MSDN has some samples on this. If you want to know more let me know.
