If you are only interested in access to files, then it might be easier to install an FTP server on your home machine. Many free ones are available, like FileZilla (see http://filezilla-project.org/ ) or others listed here: http://www.google.com/Top/Computers/Software/Internet/Servers/FTP/Windows/ . More can be found by searching.
Remote access to your FTP server can still be obtained from an ordinary web browser. Simply type "ftp://www.YourHomeIp" instead of "http://www.YourHomeIp".

And dynamic IP can be overcome by subscribing to a dynamic DNS (DDNS) service. There are several free ones like www.yi.org (see others listed http://www.google.com/Top/Computers/Internet/Protocols/DNS/DNS_Providers/Dynamic_DNS/ ). Many routers (like the LinkSys line of routers) support DDNS intrinsically, through a simple router setting, so there's no need even to install a client DDNS program.

He just needs a web server to do that. Just create folders, and password protect the sensative ones. Access from anywhere.
Use the previous post for dynamic ip's
