Does anyone know how apps such as yamp and neoplanet implement the "skin" look?

By skin I mean making the titlebar and window have a customized look to it.

There are plenty of ways to customize your application in this way. There are code samples on this site for creating 'odd' shaped windows. As for changing the appearance of the Title Bar - you either do away with it altogether and create your own control to mimic it's functionality, or subclass the painting of the title bar to add your own effects.
