Does it matter?
Well if its Windows application (GUI) then i would recommend get your hands on this book.
Programming Microsoft Windows - Charles Petzold
This will help you get familiar with Win32 GUI programming.
Also another good site is www.functionx.com

It does matter, if not I wouldn't have bothered to ask that. In programming ( as with anything else ), there is what is called as the right tool for the right job.
