Enable/Disable

Have been given a basic drawing program to modify and have completed all tasks except the subject. The program we were given already has drawing enabled when you enter it. We are supposed to add menu item and tool bar button for enabling drawing. Have added the menu item and toolbar button but have no clue what code to add.

Do I need to disable drawing first ??? As always, any help greatly appreciated.
