programing a Tool for Vc6

i would like to learn more about how to make Tools for visual C++6, I want my aplication to be listed in the vc6 tools menu and have access to the .cpp and .h files that the ide is using. Can anybody point me in the right direction?
I know vc6 enterprise has a DevStudio add in wizard, is this what im looking for?
