Popup window that remains 'always on top'

I want to know how to create a popup window (or a floating child window) from my application which always remains on top yet is floating and can be moved around/minimized. Even if I spawn other applications, this popup should remain on top. If the user doesn't want it to obstruct his view, he can collapse it to a small bar, like the photoshop popup windows. Another thing, I should be able to create a toolbar in this window, so I get a minimizable floating toolbar. Any other way to do this would also do.
Any ideas?

Did you try CreateWindowEx() with WS_EX_TOPMOST style? It should work.

I'll try it, just tell me... can I work with other windows while this is displayed, and will it still remain topmost? Another thing, do you know how I can 'collapse' it to a bar?
