Uncontrollable ToolBar

I've create a toolbar, splitter window. Part of the button on the toolbar did not respond if I clicked on the right pane and vice versa when I clicked on the left pane. Please advice how to 'globalise' the toolbar so that it will respond to my request wherever and whenever it is pressed.

I would guess that you have different views in the splitter panes, and that only buttons that are targeted to the active view are enabled. If you want the buttons activated all the time, then they are probably better directed at the doc rather than a partivular view.
