Dulicating Entries on Crystal Reports.

I am putting two tables on my report but it seems each table must have the same number of lines or it want to fill the entire page of the report. is there something i missed?

here i put two subreports on 2 page headers.

here when i put my data on it. instead of producing a 2 page report it does 2 with duplicating the 2 sub report page twice. suggestions?
