After using a third party software to strip down the Windows XP the games executables were left behind. I have returned the files that will allow me to use the add remove windows componets from the control panel but it does not display the games subcomponents in the details of the accessories. I just need to delete the executables (Freecell.exe) from the system directory but it just returns.

Any recommendations?

For optional Windows components you remove those through the Add/Remove Programs (XP) or Programs and Features (Vista). However, why bother? They take up mere kilobytes. Deleting them is completely unnecessary and a waste of time. They affect performance in no way at all.
