Any suggestions on a good book for learning the in's and out's of NT4.0? I want to know about user accounts, security, internet connectivity, dialup access etc..

I like the books from Sybex Network Press. They are all red, black, and white. I would suggest the NT 4.0 Workstation books as the Server books go into more details about other Server-specific items.
