Browser Application vs Client Server Application

Suppose you have equal ability to have an intranet application or a client server application and that application is mostly made up of a database where many remote users need to access and modity it (via an application interface) remotely.

How do you decide whether to write and implement a browser application or a client server application? What sorts of issues should you take into consideration?

If anyone knows of any articles I can read about this issue, please point me to them.
