Im not sure, but my friend said,"when you make a C++ app, it doesn't need DLL files, because things created with C++ dont need them" is this true? If not, how do i know what files to include with my app, like VB's Setup Wizard does. Thanks -

It depends of your application.
For example it depends I your application use the static MFC libraries or the dynamic ones.
If your are using the dynamic libraries so you must install MFC42.DLL.
Therefore for each specifics OCX you use you must install the correct files.
Normally the minimum files to install for a MFC application using the dynamic libraries are :
MFC42.DLL
MSVCRT.DLL
OLEPRO32.OCX
OLEAUT32.OCX
REMEMBER. THIS IS ONLY THE MINIMUM.
Some installation tools like InstallShield could help you building your application's installation.

...ole... files are not OCXs but DLLs.
