I'm a student in Information and Communication Technology.
and for this semester I need to take Information Technology Project Management,
and for this course I need to design one IT product, and it is group work.

So my team leader, decide to develop a software, which detect the thunder from outside,
and if the thunder is loud, it will force computer to shutdown.

So basically, the software will work on background - if there are thunders and it loud, the computer will automatically shutdown.

Is this software is possible? and in what language?

I'm not that good in programming stuff like c,java, I'm just a web guy (php,css,html).

Hope you can help, if you show how it will help me a lot more.

With C++ you can write anything you want, but if you want to detect something outside, I think you need to focus on the hardware that can do the detection. If you are a webguy, maybe you you can focus on retrieving weather information from weather sites to base your thunder predictions on.

Why not approach it from the loss of power point of view?

I'm assuming that you are trying to detect when there is thunder to avoid the computer damage from a power outtage.

If this is the case, wouldn't it make more sense to monitor the electric power directly, and if it drops, shutdown the computer?

Monitoring thunder because it may cause a power outtage seems like a roundabout way of solving the problem.
