Freeze HEADER ROW of Master Page

Can anyone show me a quick sample of a site that has a FIXED PANEL at the top of the screen, then another panel that can scroll beneath it? Need the header to remain at the top of the browser. (any browser would be nice as well)

I can create a regular ASP.Net page, and add AJAX controls, but can't freeze the master page, or else I'm missing something.

You know I've seen it several times last week, but for the life of me.. i just can't find any sites like that now ...

Thought I saw it, but can only find JOOMLA references.

I thought Silverlight did, but can't find that either.

Looks like I can put a PANEL inside of the detail pages, and set a fixed HEIGHT, and can turn on SCROLLBARS.

Might be what I was looking for, barring any better ideas
