Getting a .ins file to install

I need to get a .ins file to install as I am making a setup wizard. I tried Shell but that would only run exectuables. Is there some way to execute a file based on registry associations or is there an Install option I have missed??

Windows supports native file installation with inf file. There is documentation on it at MSDN.
