license not found

For some reason I keep getting the error "license not found" from the ActiveX control threed32.ocx I've tried reinstalling / re-registering the control, but I keep getting the same answer. I've heard that windows sometimes loses license keys, and re-registering doesn't always help. Is there any way to fix this?
