Can anyone tell me what minimun operating systems or programs will already have this file "MSVBVM60.DLL" and be located at C:\WINDOWS\SYSTEM\

that DLL is NOT part of any OS AFAIK.
If you need that DLL for your program, create a setup program that install that file and all dependent files.
