What control provides a toolbar similar to the MS Office products?

If you want to take advantage of dockable toolbars with icons, then the best that I've seen (and used) is ActiveBar from DataDynamics (http://www.datadynamics.com) - It's a bit pricy though.

If dockable toolbars aren't that important (but icons and the like are), then you can use the toolbar / menu controls from http://www.vbaccelerator.com - these come with full source code and are excellent.
