localization toolkit artical

i just finished reading the article,
Creating a multilingual Scribble application
with the MS Resource Localization Toolset.
it mentions that you can download huge Glossaries
from the MS ftp-Server (ftp://ftp.microsoft.com/developr/msdn/newup/glossary) and use them with the Resource Localization Toolset.
i downloaded the files, but i do not understand how you can use these
files in the toolkit. they are not even the same format.
did i download the wrong files or do i need to re-read the article?..
i was under the impression i could load the download the files and load
a glossary such as the piglatin sample.
