C program to access microphone and speakers

Does anyone know how to write a C program to read in the voice signal from the PC microphone and after a delay of about one second, output the same voice signal through the PC speakers that are connected to the sound card? The sound card using is Sound Blaster Live!.
Please provide me the C codes to accomplish the above tasks. Urgent.
