database error

Periodically I get the error:

Run-time error '20533'
Unable to open database

It seems pretty obvious at what it means, but it happens periodically for different records.
The program is being used by several people who all have a local copy of an Access database
that is linked to a larger central one. Does anyone know more specifically why this happens,
or what it really means?
