Dithered ToolBar in VB with Italic fonts?

I want to know how to change the Style of Toolbar in VB Form/Window

to Dithered Blue Color instead of standard SystemActive Titlebar color

which is blue ? and also want to change font style to Italic?


I want to know how to do same thing in VC++ also

Sorry I type wrongly its not Toolbar ,its "Title Bar"
