Setting Background color in CScrollView Class

I am having difficulty related to setting the background color to BLACK in my CScrollView Class.
I am able to actually set the color to BLACK, however when OnDraw() gets called, there is a flicker present that seems to indicate that the background reverts back to its default color (grey).
Any suggestions on how to eliminate the flicker.
