Persona name smart tag not display for Outlook 2002

Hi,

I wrote the Smart tag action handler using version 1.2 and 2
smart tag library, but for MS Outlook 2002 it can not display
the smart tag.

Also, default smart tag provided by Microsoft is not displayed and
setting to enable and disable the persona name smart tag not available.

Please, help me.
