How to : about image acquisition, and GED system. need help :(

Good morning,
My name is: Achraf, computer engineer student (end of study project)
I have to build an application (C#, wpf) that orbit around 4 key things
1-/ document acquisition (from a scanner for example, or camera)
2-/ store document (possibility to archive files)
3-/add metadata to these documents so users could search in this files and sort them
4-/diffuse these document (ftp/sftp, network, external drives …)

Someone could help or guide me to the “How To Begin” thing , or getting started, I have basic knowlodge on C# and actually learning xaml.
Need some help in : windows image acquisition (wia),, file/dictionary api,, and of course whatever you suggest.
