Again: WORKING example does NOT mean a "bugs-free" example.
The C++ compilers in VS2013/VS2015 are much more strong than in old/outdated ones (like V++6.0)

You seem to declare the Vector::NormalizeInPlace(void)' twice: once as float, and once as void.

Well, you were lucky that it "was working fine". But sometimes (earlier or later) it would fail...
The "Old/outdated" compiler had some bugs. The new one fixed some of them to make your code...

I'd recommend you to not reinvent the wheel.
To not block the main thread that is to handle Windows messages you should move your code to read from / write to the port into the one or more worker...
