MAKE Error 87 The Parameter is Incorrect

I got this error when trying to compile some code with Turbo C on VISTA

C:\TC3\BIN\TLINK @TEST.LNK
process_begin: CreateProcess(C:\TC3\BIN\TLINK.exe, C:\TC3\BIN\TLINK @TEST.LNK, ...) failed....
