ICQ API - Need it, want to learn it

Hello all,
I've searched the web for the ICQ API and founded some non-freeware API that don't gives me any usable functions for my purposes, so i thought maybe i can get some help in here.
Briefly, my objectives are:
1. Getting the ICQ message that was sent to the currentley opened ICQ session.
2. Opens an icq message of the currentley opened ICQ session, using code. With no mouseclicks on the blinking message or something like that.
3. Sending SMS message using the currently ICQ session.

I hope to be able to performs even one objective.
I don't have any good API in hand, so i'd like a donation about that.
