I agree.
"Good looks" by itself is not only subjective across people, but also subjective across time / eras. For instance, many of us would find the actresses of the 60s looking pretty (and) dated what with their outdated dressing style and hair-style. They may not come across as "photogenic" today - even though at the peak of their careers they were outstandingly so.

Yes, but in this case - the visually appealing person may not really be "photogenic" in the true sense. i.e As the individuals have met in person, the subject's "likeability" (or "charisma" as Guido put it) has influenced the opinion of the viewer making the judgement.
So, it is more likely that another viewer may disagree with the former's opinion.

True. But when I said "strictly visual appeal" I am talking about how the subject's appearance registered in the photo. But then of course, beauty/appeal is in the eyes of the beholder. Again, I am talking strictly about photos here...
