Only ONCE did I take the bus between the hotel and the WSCC, and that was to continue a converstation with a fellow attendee.
About half the time I took the bus over to campus. (I had limited local transportation also available)....

That can also be generalized to: "you're either on something or off it"... Not too much clairvoyance in it, right?

You know, people typically more diverse than that. Thay may be in something, or behind it, or even beyond being on or off. So, I conclude, there's absolutely no clairvoyance in the phrase, talking about buses. Neither about people.
