Cookbook for a Windows program used by normal users

I like to start a discussion about user rights.
It must ended in a sort of cookbook for a C++/win32/MFC program that can be used by a normal user without special rights.
If anyone will help, I can create a article about it which can help us all.

Ok, lets start with the first question:

The place we store the executable (Program Files) have a read only privilege. If we like to access a local file or database with full privileges we can't place it here. Thus, where we have to put a common file for all users, and where we have to put a file for the current user only without changing any privileges?

update: I found in the MSDN library the artical "Chapter 4: Data and Settings Management" ms995853. It is for Windows 2000 Prof.

Is this still valid for XP, Vista and Windows 7?
