What is Visual Basic 8?
Is it an upgradation of the old VB6? Is it the same as Vb.net?

That is VB.NET 2005
VB.NET 2008 is already out, and all the Express editions are available for download from Microsoft's site.
BTW, VB 2010 will also be out soon

VB 6 was the last version of Classic Visual Basic. After that Microsoft stopped releasing any new versions. The VB.NET is a Visual Basic like language that targets the .NET Framework.
VB 6 is not same as VB.NET in the sense that it compiles code to native and does not target any framework. VB.NET targets .NET framework and the target system where the application is used should have .NET framework installed.
